Why premium-rate controls matter
Premium-rate services can provide convenient phone billing, but account holders need clear pricing and appropriate controls. The relevant safeguards depend on the number range, service content, network and current regulation.
Blocking premium-rate calls
Many telephone providers offer call barring for some or all premium-rate and service-number ranges. Customers should ask which prefixes are covered, whether the control applies to every line and whether administrator approval is required to change it.
Unblocking and account authority
Unblocking is normally handled by the customer’s phone provider and may require the account holder or authorised administrator. Providers can apply their own credit, security or responsible-use checks.
Age-restricted services
Services containing adult or other age-restricted content require stronger controls, including suitable age assurance and restricted access. A service should not rely only on the caller stating that they are old enough.
Charges and service-charge caps
084, 087, 09 and 118 calls use an access charge plus a service charge. Maximum permitted service charges and rules can vary by range and tariff type, so operators should use the current Ofcom Numbering Plan and premium-rate requirements rather than relying on historic figures.
Spending protection and transparency
Clear price statements, consent, receipts or messages where applicable, accessible customer support and mechanisms to stop repeat charges are central to responsible service design.
